روسيا والغرب: لمن الغلبة؟ بقلم Alexander G. Rahr ... في أثناء الحرب الباردة، كان الغرب يعتقد أنه عندما تتخلص روسيا من الشيوعية، سيقوم الغرب ببناء البيت الأوروبي المشترك، حيث سيعيش الجميع في ود ووئام. وبعد انهيار الشيوعية، تبنت روسيا كثيراً من عناصر النموذج الأوروبي السياسي، من حيث الرؤية للعالم المحيط. وكانت الفكرة الأساسية، التي أكدها ألكسندر رار مراراً في كتاباته، هو الحاجة إلى التعاون البناء بين روسيا والغرب. فروسيا هي جزء لا يتجزأ من الحضارة الأوروبية. ويؤكد الباحث رار أن روسيا لن تقبل ببناء منظومة الأمن الأوروبي بالإعتماد فقط على الاتحاد الأوروبي وحلف الناتو. ولأنها غير قادرة على الانضمام إلى أي من المنظمتين، فإن هذا يعني أنها ستظل خارج المنظومة الأوروبية للعقدين المقبلين، وربما لقرن قادم. وهو أمر غير مفيد لموسكو، وسوف تستمر برفضه في مواجهة مخططات بلدان أوروبا الشرقية التي تسعى لطردها من أوروبا.

He was awarded with the German Federal Cross of Merit (2003) and he holds honorary professorships at the Moscow State Institute for International Relations and Higher School of Economics, Moscow. He is member of the Petersburg Dialogue (German-Russian civil society forum); Board member of Yalta European Strategy (YES); Board member of the German-Ukrainian Forum; cofounder of the Berlin Eurasia Club (Kazakhstan).
